The universe is said to expand...does the m of the universe expand too or is matter getting scarcer?

The toatal quantity of energy-m in the universe is always the same. However, m is not getting scarces, just less 'concentrated'. The current overall density of the universe is about the equivalent of 5.9 hydrigen atoms per 1 cubic meter.
