I would like to know how to reduce the charges that I am currently paying for SBC Yahoo DSL Express..?

I am currently charged $30.84. A friend of mine has a "deal" for $17.95. Can I qualify for this? If I need to sign a contract for a year or something else, I would gladly do it. I need to lower the monthly cost to me. Please help!
