Can I get US dollars from a US bank account in london without exchange rate fees?

I have a Smith Barney FMA card with a US$ bank account in the US. I want to get some US$ currency in london. Can I do so WITHOUT paying 2 sets of exchange rate fees US to Sterling from by bank and Sterling to US from an exchange location?
