Is it true that England still has barbarian laws from the middle ages?

wow...well, i've never been to england. i live in boston and one of my co-workers friends, who is from scotland, told me that england still has barbarian laws like chopping arms off for stealing, beheading for not paying taxes, etc...wow, you know this may come across as arrogant, but it's things like these make me so proud to be an American. i am so thankful to my forefathers who fought for the freedom of America. we are a civilized society that believe in freedom. yeah, we might have some pitfalls but we are still the best country in the world. god has truly blessed our nation. may freedom succeed.
